Policy Frequently Asked Question: Yellow Ribbon Benefits and EFA

We know that, under the Yellow Ribbon Program, we now are required to exclude all veterans education benefits from our students’ Estimated Financial Assistance figures. Should we exclude from their EFA only the share of Yellow Ribbon awards paid by the U.S. Department of Veterans Affairs, or should we also exclude the institutional share of Yellow Ribbon awards?

All veterans education benefits are excluded from the school’s calculation of the EFA; the Department has clarified that this policy includes the funds that the school uses to match the funds paid by the Veterans Administration under the Yellow Ribbon Program. So, all funds — regardless of source — that are applied under the Yellow Ribbon provisions are excluded from EFA.
