Negotiated Rulemaking to Address Program Integrity, Foreign School Issues
Sept. 25 is the deadline for nominating representatives to serve on negotiated rulemaking committees concerning program integrity and foreign school issues. In the Federal Register, the U.S. Department of Education outlines issues up for discussion. The Department’s Web site also provides information about the negotiated rulemaking sessions, which will begin in November. Negotiated rulemaking on student loan issues is on hold pending the outcome of legislation currently under consideration.

Dear Colleague Letter Addresses Prior Year Charges
The Department provided clarification of requirements related to minor prior year charges and how a school may use current year funds to pay them. In Dear Colleague Letter GEN-09-11, the Department notes that while, in general, institutions must use current year Title IV funds only for current year charges, they also may use current year funds for “minor prior year charges.”
